Charles R. "Ralph" OrmsCharles R. "Ralph" Orms began his law enforcement career in Louisville, Kentucky in 1967 and always served with professionalism and integrity. He rose quickly through the ranks, made Sergeant in 1977 and worked primarily in homicide and fraud units. He established the sex offenders unit for the Louisville Police Department and later served as a recruit trainer and a supervisor in the Drug Awareness Resistance Education (DARE) Program. He built a solid reputation as a steadfast investigator, a negotiator with moral conviction, and a respected training officer.Orms became a member of the Fraternal Order of Police (FOP) in 1967. He quickly took on leadership roles and served as President of Louisville Lodge #6, President of the Kentucky State FOP Lodge, and National FOP Secretary, at one point serving in all three offices simultaneously. Elected as National FOP Secretary in 1985, he was still serving in that position at the time of his death on November 28, 1992. He worked diligently as a representative of all officers, and focused all of his energies on the betterment of the law enforcement profession. He worked extensively on labor and legislative issues at both the state and national level, always striving to improve working conditions for law enforcement personnel. At a memorial service at the 51st Biennial National FOP Conference held in Louisville in August, 1993, the following was said of Ralph Orms: "When we consider the ideals of the FOP and the law enforcement profession, brotherhood, fraternalism, love and protection of the community, we easily see that Ralph was the epitome of these ideals. Ralph loved his FOP brothers and sisters as he did his family, and his life was freely and unreservedly dedicated to each and every member. The FOP was his life." |
