National Treasurer

National Treasurer Tom Penoza was re-elected at the 60th Biennial Conference in Salt Lake City, Utah to serve a seventh term.

Tom has been an active police officer and member of the Fraternal Order of Police for over thirty-nine years. He served as Delaware National Trustee for ten years. While on the Board of Trustees, Tom served as Chairman of both the National VIP Committee and the National NLECB Committee, as well as serving on the Insurance Committee, Benefits Committee and Legislative Committee. Prior to and during his term as National Trustee, Tom was the Delaware State Lodge Treasurer for eleven years and State Trustee for four years. He also served as local lodge President and Vice President of Newark Lodge #4. While in a leadership position with his local lodge, Tom negotiated seven collective bargaining agreements and handled numerous grievances and unfair labor practices.

Tom is a retired Captain of the Newark, Delaware Police Department where he served for twenty-two and a half years. The last seventeen years he has held the position of Special Investigator for the Delaware State's Attorney General's Office. His primary role as a police officer with this office is to investigate white collar crime. He also attended and graduated from the 150th Session of the FBI National Academy.

As the National Treasurer, Tom plans to continue educating the membership on the financial status of the Grand Lodge and to continue the computerization of the National Treasurer's office and its responsibilities. He is committed to providing Financial Officers Training to FOP Lodge Treasurers and other Lodge Officers throughout the country. He works with the Labor Committee to further the National FOP labor efforts around the country. He also will work with the National President to develop new revenue-generating programs while maintaining and improving the relationships with the current ones. Tom feels his experience as an FOP Treasurer, his experience in labor and legislative matters, and his length of service in the Fraternal Order of Police has enabled him to be an integral and productive member of the Executive Board of the Grand Lodge.
